[refactor] Service browser launching

Various parts of the browser launching code needs to be refactored.

- Common code consolidated into a base class

- Firefox profile needs to get ripped apart and replaced with something simpler.

- It should be simple and extensible to change various parts of the browser setup via settings

- Browser objects shouldn't be called "Controllers", this language conflicts with larger definition of the windmill controller.
